We finish the build. As a licensed General B contractor we can step in as contractor of record, re-sequence the schedule, and take the project through inspections to final.

Since 2026, California law AB 253 gives the owner of a residential project of 1 to 10 units a powerful right. When the city takes longer than 30 business days on plan check, you may hire a qualified licensed third-party reviewer to complete the review, and the city then has 10 business days to act. We prepare the package and coordinate that path when a jurisdiction will not move.

PG&E and utility limbo

Half the stuck projects we see are not stuck at the city. They are stuck at the utility. We run new service applications against PG&E's own published rules and timelines, with the citations that keep an application from being reinvented mid-stream.
